Mission & Who We Are


As a nonprofit corporation, the PHFC are mission-driven organization dedicated to promoting safe, affordable, and quality housing for low and moderate income families. Governed by local community leaders, PHFC takes pride in being both community-centered and financially responsible. From assisting first-time homebuyers to financing new affordable housing developments, we work to ensure that housing access remains within reach for everyone in our region.

About Pecos & Reeves County


Pecos is a historic West Texas city founded in the 1880s, best known as the home of the world’s first rodeo, held in 1883. With deep roots in ranching, agriculture, and oil, Pecos serves as the seat of Reeves County and plays a central role in the region’s economy. The county spans a large portion of the Permian Basin, one of the most productive energy regions in the country. Oil and gas operations generate close to $1 billion annually in severance taxes, which are sent to the State of Texas to fund statewide programs and services.


As the area continues to grow, ensuring that housing supply keeps up—and that working families aren’t priced out of the communities they support—remains essential to local planning and long-term stability.

Our Role in the Community


PHFC supports residents of Pecos and Reeves County by expanding access to safe, affordable housing. We offer programs such as down payment assistance, home repairs,

homebuyer education, and a trusted vendor network—each aimed at improving access, stability, and quality of life for the people we serve. We prioritize support for low- and moderate-income families, seniors, and first-time homebuyers—groups that often face the greatest barriers to stable housing.


PHFC operates as a public nonprofit under Texas law and is governed by a locally appointed board. Our focus is on practical solutions that improve long-term outcomes for working families and underserved communities.

The PHFC's Home Repair Assistance Program focuses on major, life-safety repairs for low-income homeowners, seniors, disabled, and others facing urgent repair needs - keeping homes safe, stable, and livable.
